City Hall Parking Lot

The City of Elkins wanted to make improvements to their City Hall Parking Lot. City Hall is located at the corner of 4th Street and Davis Avenue. The parking lot’s original state was an aggregate surface, with patchy asphalt areas, and not delineated well for traffic flow or parking. Pickering Associates was asked to provide a new site layout that would optimize usage, create safer access points to the adjacent roadways, and create a more aesthetically pleasing facility.

Pickering Associates worked directly with City Operations to incorporate as much green space as possible within the design while still creating a functioning and inviting locale.

The City had previously performed some benchmarking for future projects, including light fixtures, landscaping, etc. Pickering Associates utilized these standards within the design. With Elkins being a ‘Tree City’, they hold an annual festival where the City Hall parking lot is used extensively. As part of this design, Pickering Associates worked with the City Operations department to incorporate appropriate utilities and traffic flow that would accommodate vendors and individuals attending this event. In all, Pickering Associates was able to provide 104 parking spaces.

Another aspect of this project was strategic planning. This lot is currently shared with the Elkins Police Department, which needed to remain in service through the entirety of the project. In addition, with the size of this lot, it would be impossible to displace all users at once.
